Speaking at the opening of the Workshop, Assoc. Prof. Dr. Nguyen Manh Hung, Assistant Politburo member, Director of the Center for International Knowledge Sharing, Ho Chi Minh National Academy of Politics, Director of the Project Management Board The Local Development Forum said that by the end of 2020, the Secretariat had agreed to allow the Ho Chi Minh National Academy of Politics to chair and receive aid from the United States Agency for International Development (USAid). initiated a partnership between the Academy and Indiana University within the framework of the Local Development Forum Project. On that basis, the Ho Chi Minh National Academy of Politics and Indiana University signed a Memorandum of Understanding, and the webinar “implementing activities of the Local Development Forum Project in 2021” is The first activity is within the framework of the Memorandum of Understanding to widely exchange and discuss the activities and components of the Project.
Assoc. Prof. Dr. Nguyen Manh Hung said, The Local Development Forum Project is a cooperation program between the Academy and Indiana University, focusing on two main areas, one is a collaborative initiative to improve the capacity of the university. Academy of scientific research, policy consulting, training – fostering; and the second is a cooperative initiative to improve the capacity of local development policy making and implementation through local development dialogue. Therefore, Assoc. Prof. Dr. Nguyen Manh Hung wishes to receive a lot of advice and suggestions from scientists, scholars inside and outside the Academy so that the activities of the initiative can mobilize the maximum participation. effectiveness of the parties in the implementation process.

At the Workshop, Prof., Dr. Tran Ngoc Anh, Senior Expert, Project Director of Vietnam Leads, Indiana University gave an overview of the main contents and components of the Project and important suggestions on how to methods and methods of project implementation such as training courses on international research and publishing skills, periodical scientific seminars, annual international conferences to improve research capacity; or training courses in local research and development skills, conducting local studies, local support services in the field of local development; as well as annual national dialogue programs on local development to create a framework for central leaders, local leaders, organizations, agencies, ministries, sectors, businesses, and associations to share share, connect, promote more practical and effective cooperation.
With the basic orientations on the implementation contents of the Local Development Forum Project in 2021 presented, the scholars and scientists participating in the workshop focused on discussing the participation of within the project, the support that the project can bring to institutions in research and teaching, to localities in policy making and promoting inclusive development, the needs of the parties, standards to choose the pioneer localities…
At the end of the seminar, Assoc. Prof. Dr. Nguyen Manh Hung affirmed that the discussions and exchanges at the Conference have really entered into the bottlenecks and problems that are posed for the Ho Chi Minh National Academy of Politics. . Based on the results of the exchange and discussion at the Workshop, the Conference Organizing Committee will summarize and report recommendations to the Academy’s Board of Directors to have mechanisms and policies to remove and create favorable conditions for improving capacity.
