Evaluation Method Proposal for Public Officials and Civil Servants

As Vietnam sets to enter the Rising Era, streamlining the administrative apparatus, alongside the merging and restructuring of administrative units nationwide, holds significant and strategic importance. This is a necessary step toward enhancing the operational efficiency of a modern political and administrative system, in order to support Vietnam’s development in this new era.

However, streamlining the administrative apparatus entails staff downsizing and personnel restructuring. This is a sensitive issue that directly affects the jobs, morale, and rights of public officials and civil servants. More importantly, this process has a profound impact on the performance of public agencies. If the apparatus manages to retain capable and talented individuals, it will function smoothly. Otherwise, it may lead to a brain drain and inefficient operation. The question is: how can we determine which personnel are suitable to remain and which are not? 

This document has been developed to address that question. We propose a quantitative method for evaluating public officials and civil servants. The evaluation results can serve as input for decisions on staff downsizing, personnel restructuring, as well as for promotion, commendation, and reward processes.
